As the Indigenous Relations Liaison, you will build and maintain respectful Nation-to-Nation relationships with the ten First Nations that comprise the Rouge National Urban Park First Nations Advisory Circle and with urban Indigenous communities across the Greater Toronto Area. You will support Indigenous-led priorities and ensure Indigenous voices, knowledge systems, and perspectives meaningfully inform park planning, programs, and decision-making.

You will lead and support collaborative initiatives that advance the conservation of natural and cultural resources and enhance visitor experiences, working with diverse Indigenous partners, Parks Canada teams, and external collaborators.

As a relationship-holder, advisor, and connector, you will provide culturally-informed guidance to senior leadership, support staff in strengthening cultural competency and relationship-building skills, and contribute to the co-development of park programs, interpretive initiatives, and policies that respect Indigenous histories, rights, and contemporary presence. You will model ethical engagement and help foster a respectful, inclusive, and supportive workplace culture.

Your key responsibilities will include:

·   Support and coordinate ongoing communication and consultation with First Nation communities and Indigenous organizations, in accordance with community-specific protocols.

·   Provide advice and guidance on Indigenous customs, cultural protocols, and appropriate engagement practices to support respectful and culturally safe interactions.

·   Plan, coordinate, and support engagement meetings, consultation sessions, and cultural activities, including logistics such as venue selection, accessibility, catering, honoraria, travel, interpretation, and post-engagement follow-up.

·   Review project materials, communications products, and interpretive content to ensure cultural relevance, accuracy, and respectful representation of Indigenous knowledge and histories.

·   Maintain accurate records of engagement activities to support reporting, accountability, and continuity of relationships.

·   Monitor community feedback and emerging issues, and advise management on potential risks, concerns, and appropriate responses.

·   Support transparent, two-way communication by conveying community perspectives internally and promoting relationship-building across functional teams.

 

Parks Canada is a federal government agency responsible for the protection and preservation of Canada’s outstanding natural and cultural resources through a system of national parks, national marine conservation areas and national historic sites in all regions of Canada.

A rich assembly of natural, cultural and agricultural landscapes, Rouge National Urban Park is home to amazing biodiversity, some of the last remaining working farms in the Greater Toronto Area, Carolinian ecosystems, amazing hiking opportunities, and human history dating back over 10,000 years, including some of Canada's oldest known Indigenous sites.

Rouge National Urban Park is one of the largest and best protected urban parks of its kind in the world, spanning 79.1 square kilometers in the heart of Canada's largest and most diverse metropolitan area, overlapping the cities of Toronto, Markham and Pickering and the townships of Uxbridge and Whitchurch-Stouffville.

Education

· Graduation with a degree or diploma from a college or university with a specialization in a field relevant to the position (e.g. Indigenous studies, communications, geography, other humanities related subject, etc.); or an acceptable combination of education, training, and experience in a field related to the position. Learn more about degree equivalency.

Experience

· Experience working respectfully and collaboratively with Indigenous peoples and communities.

· Experience liaising and collaborating with internal staff and external partners (e.g., committees, Indigenous partners, community organizations, educational institutions, or other stakeholders) in a coordination or advisory capacity.

· Experience planning, organizing, and delivering projects or initiatives, including managing timelines, coordinating logistics, and supporting follow-up and reporting.

· Experience providing advice, guidance, or recommendations to managers and staff on engagement approaches, communications, or culturally appropriate practices.

Knowledge

· Knowledge of current and emerging issues, trends, and best practices related to Indigenous relations in Canada, including reconciliation, Indigenous rights, and Crown–Indigenous relationships.

· Knowledge of treaties, Indigenous title, and rights, as well as principles, practices, and issues related to cooperative, collaborative, and shared management arrangements.

· Knowledge of relevant legislation, policies, and frameworks related to working with Indigenous peoples, such as treaties, the United Nations Declaration on the Rights of Indigenous Peoples (UNDA), and Indigenous and inherent rights.

· Knowledge of Indigenous community and organizational governance structures, decision-making processes, and cultural protocols, including ceremonies, gatherings, and culturally appropriate engagement practices.

Abilities

· Ability to consult and work collaboratively with Indigenous nations.

· Ability to effectively build and maintain relationships.

· Ability to work collaboratively as a member of a team.

· Ability to analyze issues and opportunities, assess implications, and develop creative solutions.

· Ability to plan and prioritize work and meet deadlines.

· Ability to communicate effectively both orally and in writing.
